Summary of CM's submissions on the Charge / evidence Following a Match Review Panel meeting held on 23 September 2013, you are charged with misconduct for a breach of Law 15.1(a) during the above Match. The Panel reviewed an incident which occurred in the 51st minute of the Match. In the Panel’s opinion you became unnecessarily involved in a confrontation between opponents and threw punches in a violent manner. The Panel believed that this behaviour was serious misconduct; against the spirit of the game; that your punches had potential to cause injury; and that your conduct contributed to a prolonged melee occurring. In accordance with the RFL’s On Field Sentencing Guidelines, the Panel consider that such offence is a Grade B offence (Strikes – Punching – Running In and Punching). If found to have committed the offence, again in accordance with the On Field Sentencing Guidelines, the normal suspension range for such offence is from a 1 to a 2 match suspension. In addition the Tribunal has the power to impose such fine as it considers reasonable. Under the RFL Disciplinary Guidelines you are not eligible to take an Early Guilty Plea due to your previous disciplinary record.
Summary of Player's submissions on the Charge / evidence The player pleads guilty to the offence of misconduct. John Winder, Head of Youth states that the DVD evidence speaks for itself and that the player runs some considerable distance, which was inappropriate and throws 2 punches. The player states he should not have done this but saw a team mate surrounded by opponents and threw punches to assist his team mate.

Reasons for Decision The committee have viewed this incident and whilst giving the player credit for his plea of guilt, it cannot be denied that the player has run some considerable distance and struck 2 punches which had the potential to cause injury. The committee note that the player has a recent suspension for the same offence and feel that a 2 match suspension and a £25 fine is appropriate in this instance.
