Summary of CM's submissions on the Charge / evidence Following a Match Review Panel meeting held on 19 August 2013, you are charged with misconduct for a breach of Law 15.1(a) during the above Match. The Panel reviewed an incident which occurred in approximately the 80th minute of the Match when you were involved in a particularly unsavoury brawl. The incident was placed ‘On Report’ by the match referee. In the Panel’s opinion you became involved in this incident and threw punches in a violent manner. The Panel believed that this behaviour was serious misconduct, against the spirit of the game, and that your punches had the potential to cause injury. In accordance with the RFL’s On Field Sentencing Guidelines, the Panel consider that such offence is a Grade B offence. If found to have committed the offence, again in accordance with the On Field Sentencing Guidelines, the normal suspension range for such offence is a 1 to 2 match suspension. In addition the Tribunal has the power to impose such fine as it considers reasonable. Under the RFL Disciplinary Guidelines you are not eligible to take an Early Guilty Plea due to your previous disciplinary record.
Summary of Player's submissions on the Charge / evidence Head coach of the Hull FC U19’s, Andy Last pleads guilty on behalf of the player. The player states that he was holding back players and only threw a couple of punches after he saw a team mate under attack. Mr Last feels there was extreme provocation again although he admits the player should have not thrown any punches. Mr Last feels that in the heat of the situation, the player has gone to defend himself.

Reasons for Decision The committee have viewed this incident numerous times and it is a very ugly and violent incident. The committee give the club and player credit for appearing before the committee and pleading guilty to the offence. The committee are troubled that whilst players, they agree are under extreme provocation, the message has to be that the player needs to walk away. The player to his credit does look to restrain his opponents but then throws a punch from behind on an unsighted opponent. The player does have a disciplinary record as recent as this year. The committee feel that a 2 match suspension and a £25 fine is appropriate.
